This photo by William Wegman shows one of his large chocolate brown dogs on what seems to the naked eye that the dog is standing on top of the water in dead center of the picture and under him is the dogs reflection in the water. There is a sliver of white sandy beach in the middle of the photo heading left to right, and green lush trees on the hills in the background. The sky has no clouds, sun, stars or moon and is a off white with a tint of yellow. Over the trees it looks almost misty which might indicate that the photo was taken early morning since you can not see the sun or moon and of morning mist.
How far out the water is from the beach it would be hard to say that the water that the dog is standing in or on is really that shallow. From the ripples that are indicated through out this water scene the dog could not be standing on ice. The dog could also be photo shopped in, to make the shot that was taken before hand more interesting and mysterious to look at yet with the dogs reflection in the water it would make it harder for photo shop. The dogs posture also says allot. His tail seems to be between his legs which indicates that he is nervous or scared which would make sense if he were out in the middle of the ocean yet the dogs head is upward as if he were looking out to something in the distance and not scared by putting his head downward.
I believe that the dog is photo shopped into the scene around him. The reflection for the dog does not fully match the dogs form and the reflection could easily be there from something that was there in the original photo before taken out with photo shop. The dogs tail might not be between its legs but instead have been wagging and when the photo was shot at this angle of view the tail got cut off to the other side of the dog make an optical allusion that the tail was between his legs.
